Westmount Properties LLC ("Westmount Properties") was formed in 2000 by three direct and indirect principals, each with decades of experience across a broad spectrum of sectors in the real estate industry. The company pursued an aggressive campaign of acquiring and entitling large tracts of land in the Coachella and Imperial Valleys, as well as Southern Arizona.

Westmount Properties works in close conjunction with land use planners, engineers, Environmental Impact Report consultants and EIR technical study consultants throughout the entitlement process for each project. As well, Westmount Properties has developed and maintains strong relationships with various cities and counties, including their respective Councils, Boards of Supervisors, and Planning Departments, Public Works Departments and other staff. Its philosophy has always been to maximize land use while providing cities and counties, and ultimately, the end-user with attractive, distinctive and functional master planned communities of which all interested parties can be proud. These projects include both single family and multi family lots, commercial lands, parks, school sites and other amenities.

By actively and successfully soliciting public and regional home builders, Westmount Properties has been able to deliver its product to the people who can turn their land planning vision into reality. Westmount Properties has entitled tens of thousands of residential lots and hundreds of acres of commercial/industrial property. Its well executed master planned communities have found favor with builders and have resulted in the construction of thousands of homes and multiple completed commercial centers. Westmount Properties has created communities in the California cities of Coachella, Palm Desert, Indio, La Quinta, Rancho Mirage, El Centro, Brawley, Calexico, in the counties of Riverside and Imperial and in Yuma, Arizona.

Westmount Properties and its related companies have always enjoyed and benefited from relationships with joint venture investment partners. As a result of its level of expertise, business judgment and success, it has enjoyed relationships with outside players wanting to be involved in carrying out the Westmount Properties vision. Its joint venture investment partners, directly or indirectly, have included a high net worth family office, a highly respected regional financial conduit and Wall Street investment banks/hedge funds.

In about 2010, the key players behind Westmount Properties also began an independent pursuit into homebuilding. Through various unrelated companies, they have successfully built and sold hundreds of homes in Southern California, ranging from entry level to luxury and including both single family and multi family product.

Steve Hyman

President and Manager of Westmount Properties LLC/President of Hyman Enterprises Inc.

Steven Hyman is a lifelong entrepreneur from Canada and has been involved in multiple aspects of the real estate business for more than 40 years. From about 2000-2010, under Steven's stewardship, Westmount Properties LLC concentrated primarily on real estate investment and development in the southwestern United States (Southern California and Arizona). As a principal player in Westmount Properties LLC and related entities, Steven had a significant impact on real estate development in some of the smaller cities in California's Coachella Valley and in the California/Mexico border region, areas into which Westmount Properties LLC introduced various private and public homebuilding companies. Steven was the driving force behind Westmount Properties LLC's entitlement and sale of tens of thousands of residential lots and hundreds of acres of commercial lands. Since 2010, through his role with Hyman Enterprises Inc., Steven has been an active participant in the ground up development and construction of multiple residential home communities (from start up to luxury) throughout the Imperial and Coachella Valleys.

Stuart Chelin

Stuart Chelin is a former partner in Solmon Rothbart Goodman LLP, a boutique law firm in Toronto. He also previously served briefly as in-house counsel for Cott Corporation, one of the world's largest beverage manufacturers. Stuart's involvement with Westmount Properties LLC and Hyman Enterprises Inc. began in 2006. His responsibilities include management of all aspects of day-to-day business affairs and operations, including acquisitions /dispositions, financings, joint venture and partner relations and structure, project management, insurance arrangements and the management of entitlements and governmental relationships (including dealings with city, county and state governments and departments). He has overseen the coordination of land use approvals from various government entities involving thousands of acres in master planned commercial communities comprising thousands of residential lots and hundreds of acres of commercial/industrial lands and the development of multiple residential communities involving hundreds of single and multi family homes.
